1. It fixes exploits that were reported to us that Bethesda themselves did not address.
2. It doesn't, because Skyrim Together doesn't think people should be using 1.6 and cooked up some lame excuse about ESL files as a reason for it.

Will USSEP 4.2.8 work on Skyirm version 1.6.353? I havent went up yet due to some mods still stuck on 1.6.353 like powerofthrees, DAR, etc.

That's an odd comment Arthmoor considering that is the byproduct of a project that is literally as old as the game itself AND recently updated to ONLY use 1.6 and beyond.
Maybe like you, they have their own reasons for the decisions they make, when they make them - and they are non-negotiable?

I'm sure they do, but their reasoning makes no sense since 1.5 also supported ESL files.

It appears to be the case that the Epic version simply has a new .exe file like GoG did with no material changes to any of the data files that we need to concern ourselves with.
Of note, the Epic copy can access the mods at bethesda.net and the Creation Club menu and apparently does not require the store client to be running in order to play the game. So I guess that's cool? :P

does USSEP. removes any profitable exploits...
does it do things like moving accesible vendor chests and other things that could profit player
