LE Glowing swords

With Skyrim Special Edition launching soon, I decided I want to dabble with modding a bit. Nothing too grandiose, but I want to get my feet wet as it were. To start, I just wanted to make a simple dungeon crawl and at the end reward the player with a sword that is somehow useful against dragons. I havnt thought of what I want the sword to do exactly, but I do want to try adding some kind of glowing engravings on it. I'm wondering if Skyrim supports weapons that glow only during certain circumstances, like if a dragon is close. If it does, then I'd like to incorporate that (assuming I think of a good engraving to use,) if not I'll just use a simple glow map.

 

Also, I'm assuming that it would be best for me to wait until the SSE Creation kit comes out instead of using the old one.
