Really Blurry Newspaper Debris in Concord

I've started a new game and there's some ambient newspaper debris that blows down the street. It's really, really blurry and it looks horrible.

I've got everything on ultra settings and my .ini tweaks are relatively high so I'm not actually sure what's causing this. Or, did it always look this way?

 

Any ideas?
