Low FPS on a decent rig

I've got a laptop capable of running GTA V / Witcher 3 at low/medium:

 

Intel Core i7 6700HQ 2.6GHz

Nvidia Geforce GTX960M

16GB DDR4 RAM

 

My Skyrim SE runs at very low fps... 15-25. It doesn't matter if on low or ultra details, modded/unmodded. So what did I do:

 

- Update GPU drivers

- Set SkyrimSE.exe to run with high performance nvidia card

- Set SkyrimSE.exe in my Nvidia 3D settings to: Single Display Performance Mode, Power mode: Prefer maximum performance, Texture filtering quality: Maximum performance, Trilinear optimization: on, vsync and triple buffering: on, anisotorpic sample options: on.

- Run in both windowed borderless and fullscreen

- Run with mods and without mods, with low settings and ultra settings

- Reboot my laptop...

- Reinstall .exe files from skyrim folder, via steam

- Disable vsync from SkyrimPrefs.ini

 

Am I doomed?

I've heard quite a few issues with 960 cards, not sure if you're case is related to that alone. You did as much troubleshooting your self as I would have recommended, so perhaps you are doomed :D

THE SOLUTION FOR THE LOW FPS IS TO UNLOCK THE 60 FPS.....TODAY I FIND OUT ON YOUTUBE A TUTORIAL TO SOLVE THIS ISSUE AND WITH NO CRAZY BUGS ETC...

MAKE SURE TO FOLLOW ALL THE INSTRUCTION AND ALSO TO GO ON THE LINK FROM THAT VIDEO....YOU WILL NEED TO ADD SOMETHING IN THE SKYRIM.INI....IT IS VERY SIMPLE....

 

ALSO IF YOU HAVE AN ENB MOD TO MAKE SOME CHANGE IN THE ENBLOCAL....TURN OFF THE VSYNC AND CHOOSE THE FPS LIMIT YOU WILL LIKE TO PLAY.....FOR AN EXAMPLE I HAVE AN GTX 1080 AND I HAVE CHOOSE 145 FPS....AND IT WORK....NO ISSUES ...
