Weird screen glitch on load new zone

Every now and again, I'm running into this glitch where my screen seems to "shift" a direction, be it in first person or third.

I've tried reloading the save over and over and when I exit the same door way the glitch would keep happening. Yet when I reload to a slightly earlier save, enter the zone and exit the same door, I do not encounter this screen problem.

I describe it as a shift as when I rotate the camera it feels as if the camera is rotating around a fix point and I see my own character off on the side instead of "overhead"

Anyone else getting this oddity?

Get this with mods enabled and disabled as well with NVDIA's screen cap software enabled/disabled.

I am getting this too, but my character is centered, there is just that black box that shows up, occasionaly on transition. This only just started happening yesterday/since the update. Transitioning will fix it but it always comes back . Mine has visible bands on the right and top, most of the time, I have seen different configurations, visible band on left and top, visible band on left only.

I had to really hack the screen capture to get under the 250kb size limit.

 

I have been searching for any information about this and this post is all I can find.

 

Obviously the update changed something that is causing this. It might have something to do with screen resolution but I am not sure. I hope this can get resolved.

To add more information on this I will say I have tried both the lattest driver for NVIDIA and a version several generations prior (358.91). It has had no effect on this issue.
