Skyrim crashing randomly in whiterun (only in whiterun)

So i recently posted about this and was given suggestions how to fix it. I followed all suggestions, i cleaned mods with TES5edit, i removed and updated old and broken mods, and fixed my load order. Ive done everything i can think of and im still getting these crashes, im simply at a loss. Heres my load order.
