Go to Local Disk (C:) > Users > (your name) > Documents > My Games > Skyrim

Double Click on Skyrim Configuration Settings. It opens in NotePad.
Then copy / paste " bBorderRegionsEnabled=0 " exactly where you see it below.
Close NotePad. You will be prompted to save the amended file.

[General]
sLanguage=ENGLISH
uExterior Cell Buffer=36
bBorderRegionsEnabled=0
SLocalSavePath=Saves\

PS> make sure to check the file for any existing variable of that name first. If found, just change the 1 to 0 and resave the file. (afaik, if the parser were to encounter the one I show first, then another, later in the ini listing set to 1 (logic true), the borders would remain in force.

I'm trying to o the same thing but I don't have a skyrim.ini in my skyrim special edition folder. I do have a Skyrim_Deault.ini but placing it there within the General section doesn't make a difference. I did look through other ini files in that folder but they were just for LOD, none of them had a previous setting for this. Any advice?

EDIT: Never mind, I found a mod that worked :-)
