To change NPC equipment, you'll need to edit the UTC files for the characters. Unfortunately, most DLC assets (included the UTC files) are packaged in encrypted ERF archives, and Nexus ToS prohibits disseminating information regarding exporting/extraction/access of same... the basic procedure for actually editing a UTC is fairly simple, though, and explained as best I can in this tutorial.
