Shadow bug, can't access Riverwood Tradder

I can't find the source to this weird shadow glitching, it happens throughout interiors and exteriors when playing, it's quite bothersome.
If anyone could help me troubleshoot, I've disable all shadow overhauls, and light adjustment mods; I've yet to find the solution to the problem, I'm hoping someone has had a similar occurrence?

I also can't access Riverwood Trader, instant CTD, I'm usually away from Riverwood but it's irritating when i'm in town.
Other than that the game works perfectly fine.

For starters you have installed Realistic Lighting Overhaul and ELE these are not compatible.
