Perception, weapon perks and how should they work (opinion)

Increasing damage with weapon perks are all good rpg elements but what if a told you that if they would increase the way the character can handle those weapons. For example the rifleman perk should increase the accuracy since a rifleman knows how to aim down sight, a gunslinger is precise when it comes to hip firing and a commando can handle the recoil of an automated gun (I have no idea how the heavy weapon perk should work, maybe a little accuracy and better recoil handling). I think this is how these perks should work and gun damage should be increased a bit like with 50%. Another things is S.P.E.C.I.A.L. Perception should increase overall accuracy, Agility should increase hip fire accuracy and reload speed and strength or endurance to withstand recoil. Maybe out of topic but weapon mods should work bit different like a stock should help with "hip" fire a little too and automatics should only deal a bit less and accuracy and recoil should be worse.
