Firebolt Spell Auto Aim

So this is a new install and I have to say this is my most stable and reliable modded Skyrim yet. I started as a mage and as I advanced I got the Firebolt spell. A dragon attacks shortly afterward and lands on the roof of a mill. I aim a firebolt right at its face and... it hits the mill... several pixels below the dragon. Okay... WTF. Dragon flies around, lands on ground. I throw firebolt. Firebolt goes into ground right in front of me. Dragon shouts fire. I burn. I take cover and haul out my bow. The arrows go right where I wanted them. The dragon is soon dead and I take its soul. Later on, bandits attack. I ready firebolt. Can't hit any of them because the spell just goes into the ground! I manage to hit one of them... in the feet.

 

So far this is what I can confirm, and what you can't argue me with:

 

The problem does NOT affect archery, doesn't appear to affect other spells... yet

 

Firebolt always goes to cursor when NOT in combat state.

 

Firebolt always goes to cursor when enemy isn't aware of my presence.

 

Firebolt always goes to enemy's feet in combat state, and when enemy is attacking/pursuing.

 

No INI tweaks have worked. I thought the Mortal Enemies or Difficult Archery .esps where to blame, but disabling those didn't work either.

 

It's not my cursor settings, I promise. Firebolt goes right where I point to as long as the cursor isn't on an enemy during a combat state.

 

What gives? I can only use the spell when on level ground with any enemies. This wasn't an issue with my previous install O.o

1. You have all 3 DLC, so get rid of the Unofficla Skyrim Patch, the Unofficial DLC patches as well. Then download the Unofficial Skyrim Legendary edition patch. Any mod that asks you if you have "legendary" you will say yes. Place your USLEEP after Dragonborn.esm.

2. Generally, this is the install order/load order I use for my mods and it works well.
Skyrim
Update
Dawnguard
Hearthfires
Dragonborn
Unofficial Skyrim Legendary Edition Patch
[other .esms]
[Mods without .esps] (Sort with LOOT to let it have its preference on some)
[All of your other .esps]
[Textures] (Landscapes, city changes)
[body Textures/Meshes] (CBBE, UNP, Skins, stuff like that)
[Animations] (FNIS and anything that needs FNIS to update it)
[Custom Skeleton] (Generally XPMSE the mod)
Alternate Start
Dual Sheath Redux Patch (not the .esp)

If you are not using Mod Organizer, I suggest using it for how many mods you have. If you are using it, make sure your left pane is matching your right in load order (except textures, they can be in whatever order you want them).

3. As for your specific problem, I'm not sure. I'm not seeing anything glaring, so it may very well be just the actual DifficultArchery affecting spells (he's not a proscripter) or it may be something like Apocalypse messing with some sort of aim feature, though I didn't see anyhting about that on the page. First thing I would suggest doing is reinstall those mods that could have anything potentially to do with aiming in any way, not just archery, then start a new game and see if the problem persists. If no .ini tweaks have helped, then a mod is definitely telling your game how to act.
