GTAV GTA V Mod Ideas

I have a few mod ideas & stuff for different games that I would like to see but won't be able to do as I'm a hopeless modder, all these games are the PC version of the game, I don't do console modding. All of these ideas are from my old accounts & some new ones from this account.

Also, don't bother reading any of my old post's that I made on my old accounts as they are old.

GTA V:

How hard would it be to make a mod for singleplayer that allows you to do exactly what you can do with the Ifruit app, so like training Chop, making custom number plates & whatever else it allows you to do, I could easily get the app but I really don't want it as I have heard it's terrible & not worth getting?

I really loved the firework launcher & wasn't happy when Rockstar took it out. Is it possible to make it exactly like how it looked & functioned & also allowing you to buy ammo for it, there was a issue that you couldn't buy ammo for it when it was available to use?

As I'm rarely playing GTA V online, I'm sure I'm not the only one that isn't online, I'm hoping that this could be done, to be able to have lowriders exactly how they have it online except it would be available on singleplayer?
