Destruction Spell sound Sometimes Missing or muters with 3 mods

When I am spamming the Ice Bolt or other Destruction spell, Some times The sounds effect of the Throw is muted or Missing.

I get this problem with 3 Mods : Vivid weathers ,True Storms and climates of tamriel.

Version Skyrim SE v 1.1.47.0.8

Was wondering if that was normal.
