Fo4edit charisma or AI threat level help

So i'm trying to change either the high charisma effect the causes enemies to flee if you're too strong (I may have that very wrong so correct me if i am) Oooor I want edit the Combat AI to not f*#@ing run at all (if i can just for dismemberment with live dismemberment) the whole reason is because i'm trying to make DT PA and patcher for armor work without humanoid npcs running at the very smell of me. any hints or clues would be great.
