Stop the darn thieves! / Missing Water & Caps from Workshop

Hey!

I don't post here often at all. I've tried to see if this has been posted before, but I couldn't find it. if it has, then do tell me!

Anyway, since Fallout 4 was released I've been a total sucker for one particular aspect of the game, and that's without a doubt the settlements. I've had tons of fun and I really just love it. I love sinking hours and hours and thousands and thousands' worth of hard earned caps on building up the settlements i save and find.

However, ultimately I also tried to start using them practically to earn a profit. I'm always looking for new effective ways to earn caps that don't involve cheating and ultimately I certainly found one, as I'm sure many of you have as well: Water. I started building up not only stores but a holy-f*** amount of industrial water purifiers. As the water ends up in the workshop I'd later go and sell it to my own stores and to merchants in the world, while also keeping a healthy amount to myself as basically free health potions.

Then I encountered the problem.
Have you, another person who's invested in water purifiers and settlement stores been out in the world for aaaaages and then thought; "Oh boy, I bet my workshop must be LOADED with water and caps now!" only to return to find barely any? It didn't make any sense to me. If (these numbers are purely examples and have no relation to reality) let's say I was out in the world for 2 hours, and I'd go back to my settlement to find 40 purified water and 10 caps. Then after being in the world for 20 hours, I'd go back and find 3 water and 1 cap, only because the workshop either lost them along the way or "Reset" somewhere when I was out?

It's highly frustrating! I tried to research and the most common answer was that Settlers can be thieves. I don't know if there's truth to that or not. But, really the issue here is plainly put that Water and Caps don't seem to stack indefinitely in the workshop from purifiers and stores, and to me that suddenly made me associate the aspect of the game I found the most enchanting, purely with this highly unrewarding annoyance.

Oh dear, this got a lot longer than I anticipated, woops!

Is there a thread for this or a fix for this my research has failed to find?
Is there already a mod that fixes this?
Is a mod being worked on, or is there any kind soul out that finds the time and will to look into it?

Please let me know, and thanks for reading!
