Populate Loot into Containers?

OMFG, I think i figure out whats going on. I placed the container on the Default Layer. and Poof, items in it. but it wont spawn items in any other layer. Odd.

 

I was trying to keep all my changes and additions on a separate layer from the original, so i dont accidentally screw something up. :/

 

Now to find a script to add the keys to it when the new game loads.

Layers system is a new feature added in fo4 ck and I dont know how they work. You will see even more weird stuff when working on ck.
