merchant shop menu bug

so this is going to be a bit hard to explain but, most merchants have a few different dialogue options along with the "what have you got for sale" dialogue option. but as soon as i click that option i can no longer select any other dialogue option and will always open the merchant window even when im just standing close to the merchant.

the thing is i have a lot of mods and i have no clue which may be interfering, it would be nice to know if someone has the same problem and if there is a fix out there.

You have some mod order problems. Your load order should look different.
Skyrim
Update
Dawnguard <---
Hearthfires
Dragonborn <---
USLEEP
[other .esms] (unless specified to be in another location on their mod page)
[utility mods] (Mods that don't generally add .esps, e.g. Skse scripts, Papyrus Utility)
[mods that add .esps generally] (the majority of your mods and generally any mod not mentioned, as LOOT determines their order)
Brawlbug Fix mod <---get this
[Texture Mods] (any mod that makes skyrim look better)
[body Meshes/Textures] (anything that changes appearance of NPCs, players, creatures)
FNIS (if you get it.)
[Animation Mods] (if you ever get them)
XP32 Maximum Skeleton extended (get this mod as well as the Ragdolls and force mod, ragdolls can go in the .esps section)
Alternate Start - LAL
[any mod LOOT sorts after it]

If you don't have LOOT, get it. It's almost required for modding. If you don't know what you are doing, this video is a great beginner's intro:

As to your specific load order:
1. You have a lot of mods that alter "food". Make sure all of these are compatible. It should say in the compatibility sections of the mods you are using if not. If it doesn't mention anything, I would refrain from using multiple mods that affect the same region of scripts.
2. I would move SkyUI and UIExtension up into your [utility mods section] as mentioned above
3. Make sure that you test your game and any fixes on a new game. Skyrim bakes information into scripts, so whenever you move/alter/delete a mod during an active saved game, it can cause CTDs; which are annoying.

Also, I would check out the mod: Crash Fixes
Slowly read what he has to say and make the changes. It can really add stability to your skyrim. If you are using windows 10, go over these changes and make sure you've done them to make your skyrim work best:
