Salt pile not in cooking menu, why is the clutter crashing around?

Okie dokie, I'm having two very specific problems and I've been trying to figure out what the error is.

1. In the cooking many some of my recipes require salt piles. Even though I have salt piles, it says I don't. Other recipes calling for salt seem to be working fine. I'm assuming this is an issue with RND and CACO but I've patched it and am still having problems.

2. Random objects (clutter, plates, and other misc items) are now randomly vibrating all over the place, creating a cacophony I'm certainly not enjoying. It's mostly not hurting anything. Possibly Clutter fixes?

Mod list included for reference. I probably missed a step somewhere so I will be going back over things. Thanks in advance for any insight.

Edit: I think I've found part of the problem. CACO is incompatible with Harvest Overhaul since it's integrated. So I disabled it. But then I ran Loot and it said Reproccer needed harvest overhaul. I thought maybe I needed to rerun the reproccer. But Reproccer has a problem with the unofficial skyrim patch which requires me to run TES5EDIT and delete cells in USKP and then run Reproccer and then reinstall USKP. Issue is, now TES5EDIt says it needs Harvest Overhaul. :'(

"[00:07] Background Loader: [ReProccer.esp] Adding master "HarvestOverhaulCreatures.esp"

[00:07] Background Loader: [HarvestOverhaulCreatures.esp] Loading file
[00:07] Background Loader: Fatal: <EOSError: System Error. Code: 2."
YE GADS BATMAN.
Edit 2: Well I worked around that, so harvest overhaul is gone now.
Edit 3: It's still in the mcm in game so gonna have to see if I need to uninstall it from the game.
Edit 4: Guess I need to just start a new save game, but I don't think it has resolved the issue regardless.

I don't know about number one but number two sounds like your FPS is too high. If your FPS is over 60, you get poltergeist activity with all kinds of stuff flying around. I had to install an FPS limiter mod on my new comp because it wanted to run at 150-200 fps which makes things a tad unstable. Who knows, this might even fix number one.

Thank you, I will see if it works! Quick quest, what mod do you use?

I think ENBoost includes an Fps limiter function.
