Fov is messed up, Ive deleted every mod, my old saves and uninstalled and started a new game, still have this issue.

If u look at the picture ive included, this is suppose to 90 fov but looks like 65, as u can see the shoulder armour is really big and blurry, I tried messing with the fov in console commands and in the files but doesn't help. This is stopping me from playing the game.
