Health regeneration from Life Giver in combat AND out of combat

Also Solar Powered, Ghoulish and the Astoundingly Awesome Tails perks that grant health regeneration and radiation healing.

 

I was recently doing a run in Fallout 4, where I start at level 91 (I recently finished a character, that ended at level 91, so I figured I'd continue them in a new run)

But to spice things up I also decided, NO STIMPAKS. I grabbed a few perks that might have helped, like ghoulish, solar powered and life giver for the regeneration and extra health, that sort of thing. But then I realized that because the regeneration doesn't work in combat, that the game was f*#@ing impossible without stimpaks due to the fact that I also played with survival difficulty.

I just think a mod that made those perks work inside of combat as well as out, would be killer.

 

TL;DR: I want life giver/solar powered/ghoulish to regen my health/rads in combat as well as out

I tried making it my self via FO4 edit but... I had no idea what I was doing... I also couldn't find this mod anywhere on the nexus or on google.
