Startup is very laggy, how do i fix it?

When i load up New Vegas, the splash screens should smoothly transition to the main menu screen, but not for me. Instead when i press enter on any of the splash screens, the game freezes for a moment, and then transitions to the main menu screen in a incredibly laggy fashion. Out of all the times i have played New Vegas in the past, this has never happened to me before, this is a fresh new install with a bunch of mods installed (but not a helluva ton).

Is there a way i can fix the laggy startup?

I have installed all of my mods at once, this issue happened at the 1st startup of my current install.

The Mod Conflict Troubleshooting guide didn't have my problem listed in it, and i can't seem to post in the "How to ask for help" article.

You don't post in "How to ask for help". Please re-read the post by dubious. It states " please post the information requested in the "How to ask for help" article." Meaning read the article and post the information here.
