So with some armors/clothing, everything is fine. But for many others, the place where breasts are supposed to be is stretched out really far and goes like half way across the map. Not really sure what's going on...any advice?

That usually happens when you have the wrong skeleton.  My guess would be you are using a "B-n-B" body without a skeleton that supports it.  Please see the 'Body Replacement Basics' section of the wiki "FNV General Mod Use Advice" article.
