Why aren't there more mods?

So i'm not trying to be a jerk,(SO PLEASE NO MEAN OR TROLLING COMMENTS, PLEASE) I'm just wondering if there's a specific reason modders haven't done much besides posting presets, cheat mods, and lighting mods? I'm not experienced in actually creating a mod, but i would've figured someone would've came out with something like outfits, weapons, character creation overhauls, add hairs, add races. . .like something besides the very limited amount we have on the nexus. . Am I among the few who really enjoy this game and hoped the modding community would step in and offer fixes to Bioware's mistakes/ add to it and make it better?

 

Because everything on the nexus, while some interesting files, is lacking in many areas. . and tbh imop a big area that I was sure modders would've said "OH HELL NO!" is some of the graphics, textures, animations, and character models. . Trust me, I'm not impatient, I just can't find anything anywhere saying anyone is working on anything remotely cool for MEA. . If anyone knows anything; like patch info leaks, or heard wind of nice/cool/aesthetic mods in the works, pretty please put me in the loop :-)

the game doesnt have modding support tools, as such mods are difficult to make for it.

So are those tools (usually) supposed to be released by a developer? Or does that mean an individual would have to engineer tools from the ground up?

some tools are made (for some games) by Randoms but only to make things a little easier to do. without the tools being made by the Devs most of the time modding for a game is difficult to almost downright impossible.

First: Wavebend is working on a First-Person-Mod

 

Second: While a modding tool exists (MEAExplorerWV), creating mods with it is not easy. First you have to find the right file, than you have to export the file, next you have to use a Hex-Editor to mod the file, and finally you have to import the modded file (installing mods is thankfully way easier). Because patches change the adresses of the values you moddify with the Hex-Editor, it is not uncommon that a modder has to recreate his mod from scratch after a patch.

 

Thankfully Wavebend is working at a better modding tool that does not have this issues (you can change values directly in the programm without having to you hex-editing) and when it is released, we will propably see way more mods.

In all seriousness, there aren't a lot of tools available. Even current ones are still limited to what they can do. Dragon Age Inquisition was the same way, at first. There's lots of mods, now, so I'm betting in time there'll be a lot for MEA.
