Enboost causing stutter on high end rig

So after 6 days of testing, I've found that enboost is what is causing by stutter. Unfortunately, I can't just remove it, or I hit the ram cap. Any ideas?
Using mod manager, latest skse, enboost .308, crashfixes

Modlist and ini's https://modwat.ch/u/annie11234 (mods not that important, problem exists in vanilla, just made worse with mods)
Windows 10
i7 6700hq 3.2 ghz
GTX 1060 6gb
16gb ram
I swear at this point I've toggled all settings, and I have no idea wats going on

This indicates that SweetFX was installed at one time. You should also go to STEP Wiki......... They are the best Self help resource for Skyrim.

 

There are many things during set-up that can cause stutter.. They will show you how to set it up properly...
