CTD on New Game OBSE

I'm going to start by saying that I don't believe it's any of the mods themselves. I did have Natural Environments, but I removed that after hearing it was unstable. This is my first time modding Oblivion, but on the surface it looks the same as FO3, TESV, FNV, and FO4, so I didn't expect to have any trouble. I have the non-steam version. The game runs fine without mods, I've tested it. I install the mods and run without OBSE, and everything seems to work except Blockhead isn't installed properly (because it requires OBSE). I have the most up to date version from the website, and installed that. Still, when I launch from the default launcher I can get into a new game, create my character and that - it all seems to work (except it might crash when I tell the game to close, not a big deal unless that's a side-effect of the problem). When I launch from OBSE, the obse_launcher.exe file, I get into the game, DarnifiedUI working, click New Game, it will load all the way, and right when the Emperor should show up - the game crashes. It crashes right there every time.

 

My Load Order:

(DarnifiedUI installed using OBMM, I used LOOT and TES4Edit to get rid of any possible conflicts (that I can tell), I haven't used Wyre Bash, game is updated to most recent version)

2. Unofficial Shivering Isles Patch (unenabled, this causes the game to crash immediately - for some reason. I thought it could be due to the load order, but as you see it's right where it should be, it was manually placed)

3. Oblivion Citadel Door Fix

4. UOP Vampire Aging & Face Fix

5. DLC BattlehornCastle

6. DLC ThievesDen

7. DLC Mehrune's Razor

8. DLC VileLair (unenabled)

9. DLC HorseArmor

10. DLC Orrery

11. DLC SpellTomes

12. DLC Frostcrag (unenabled)

13. Knights

14. NoSpiders (http://www.nexusmods.com/oblivion/mods/11939/?)

15. Oblivion Character Overhaul (installed correctly, with the body replacers done first, then overwritten)

16. Oblivion Reloaded

17. OBSE Test Plugin (unenabled, also unnecessary at this point)

18. My Merged Patch (created in TES4Edit)

 

(Not in Load Order but still installed is the Oblivion Stutter Remover)

 

All of the mod files, possibly including Natural Environments, are still in the Data folder regardless of whether or not they are enabled. I manually updated the OBSE plugins folder. The attached file contains a screenshot of that folder. Does anybody know what's going on?

Update: I just clicked Continue instead of New Game and it actually loaded correctly and played. I guess the game made an autosave when I wasn't playing with OBSE, and it opened right there after creating my character. That could be a work-around, but still, if I ever get around to recording a playthrough of this game, then I would prefer it if I didn't have to start the game twice just to create a new character and play.

Final Update: All of the above problems, except for the auto-crash from the patch (which could be due to the fact that I forgot to add the Shivering Isles esp to the game), were caused by Oblivion Reloaded. I had to turn the Equipment Mode off, and I changed a few more settings because it's kind of annoying - the camera at least - although I wish I could keep the 3rd person camera.
