SSE Can it Be Done? Lesser Power/Shout That Forces Player Character to Sheathe Weapons

Hi everyone, I have been using Dual Wield Blocking and Attack Cancelling SSE by Sabrio204, it has been working perfect, but it changes the way sheathing functions, making it impossible to sheathe weapons unless sneaking. I am hoping someone can create a workaround by creating a Lesser power or Shout that sheathes weapons. So even if no one is currently willing to do it, as a concept, would it be possible to create a lesser power that forces the player character to sheathe their weapons? There are mods like Dova relaxes, which seem to force player character actions with a power, so my assumption is that there should be a way to force a player to sheathe with a power also. Anyways, is this possible with the creation kit for SE? Anyone up to the task of making it?
