I have always found it odd that the Jarls don't equip their soldiers in better equipment or just have some stockpiled to combat the dangers to the holds- outlaws, the civil war, witches, hagravens, necromancers, vampires, werewolves, and ya know the dragons coming back. All of these threats and you think the Jarls would want to invest in even more protection for their soldiers to ensure their continued service especially if all the Jarls care about is maintaining a border and security defence of their cities and other settlements (Just ignore all the outlaws setting up shop that out-populate us). Just some basic munition type armour for their better trained soldiers you would think would be common practice, the captains and housecarls defending the Jarl or leading the enforcement of the Jarls will have even more reasons to be better equipped to show their station.

 

Thoughts behind it and general lore rambling

I understand the Great War and Civil War may have drained the coffers of the holds, not to mention any other ongoing problems that would drain the Holds wealth, but only really Whiterun seems to be the most strained because of wanting to stay neutral and being able to just barely pay the guards, to keep the city safe from outside threats. Smaller Holds like Falkreath, Morthal, and others have the protection of their liege Jarl/ alliegance in the Civil War to not really worry about the skirmishes, and they have access to mines and resources to outfit their troops to focus on consolidation of their hold even as small and less rich they might be.

Markarth is rich in mines but has its problems with forsworn draining resources, but makes up for this with their wealth to buy the services of well equipped sellswords like the Silverblood Mercenary Atar you find with full steel plate armour in Karthwasten.

 

Riften used to get its wealth from the fishing industry, now its the meadery and all the cities wealth has gone to the meadery too - which seems to have been spent on mercenaries at the BlackBriar Lodge all equipped in steel plate armour. Riften the city might be a shadow of its former days but the hold still has wealth and mines to equip its corrupt guards with :D

Solitude is rich in trade from the East Empire Company and liege taxes from the other holds vassalized to them/ sided with the Imperials- Capital city equip your guards like it, any supplies and goods they get from the Empire and surplus wealth is no doubt spent on the Legions heavy gleam like fresh fallen snow and clank like a kitchen armour that the Stormcloaks talk about.

 

Windhelm has trade from the docks and mines and liege taxes from the other holds vassalized to them/ sided with the Stormcloaks- I would imagine while certainly Ulfric could just continue outfitting his private army with gambesons to equip his skirmishing conscripted peasants and volunteers, his housecarls would be most definitely be outfitted with iron or most likely good steel to protect himself and his will on the city and hold at large.

 

 

 

 

 

 

TLDR In short a mod with a level list of basic iron armour and basic steel armour, no Steel Plate Armour- Even Jarl Balgruuf only had Steel Plate Armour

 

The demographic for guards, 70-80% still being the light armoured gambeson mail wearing vanilla guards, 30-20% being a heavy armoured unit group,

 

iron being cheaper and a more available material to equip on on more soldiers 30-20% chance to spawn on guards

 

steel being reserved for housecarls, captains, or just general retainers of the jarl 10-5% chance to spawn
