whassup? So, I ran Fallout 3 in a laptop (2 cores, 1.5 GHz each, integrated Intel(HD) Graphics, 2gb of RAM, i managed to ran the game at 30 fps almost all the time, someplaces still lagging (using FOSR), but whenever I try to run Fallout New Vegas it stutters, no matter what, I've tried Better Performance (v4,v5), performance of the gods, no blur effects, no dust effects, Fallout Fake Fullscreen, everything on the book, someplaces like Freeside it runs well, but places like inside the airport in Camp McCarren the fps goes away, it stutters like hell, I've tried pretty much everything on the book, I'll have to play the way it is? I know, my computer is a joke, but I did lowered the graphics configuring the video card to ''performance'', i did lowered the resolution to 1024x748 and put the textures quality to low, still stuttering (sorry for my baaaaaaaaaaad english, Brazil here :-)

You're probably going to have to live with it. New Vegas has a stuttering problem. I can play the game at 1080p with 60fps, but I still get fairly frequent micro-stutters when moving around. It's not a very polished game, and as a result the stuttering is a big issue with it. You might consider getting an upgrade sometime though. Something with dedicated graphics would be best. It doesn't have to be a high end machine, especially if you're mainly interested in playing older titles.

Also, don't worry too much about your English, it's actually pretty good. Didn't even occur to me that it wasn't your native language until you mentioned it. There are some subtle mistakes in your English, but I've seen many posts here on the internet from native speakers and they write far worse - so don't worry about it.

I can't remember what it's called, but I also use a performance ENB (no visual effects, just helps further reduce lag) which has helped for me. I'll be back once I have access to my downloaded files (on my work break at the mo) with a name, hopefully it's still hosted on the Nexus.

Suspect you are referring to "ENBoost", an independent component of the ENB Series which dynamically manages more system memory for video processing. Please see the 'Issue: Is ENBoost for everyone?' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.
