This is the video I made showcasing the issue and some details are in the description there. I have everything in my load order disabled except whats in FNV Ultimate Edition, so just the DLC's and POP's. I have TTW installed and I made the proper edits to the .ini files but like I said it's currently disabled in the load order. Any texture or animation packs are deactivated. I used NMM to install a majority of my mods and manually installed everything else including TTW. I use FOMM or NMM to launch my game and I play in faked fullscreen. The issue seems to be with the subtle animations the character makes when looking around. I made a merged patch using FNVedit when I noticed the Super Mutants in D.C. weren't using their AR's but that's actually the point where my game broke, so maybe I should uninstall and reinstall FNVedit and see if it's a problem there, but that doesn't make sense because it looks like an animation or rendering bug. I haven't tested a vanilla install yet, so I'm going to try that next. I'm not a complete noob when it comes to modding (I've been modding since the TESIV days) but I don't know how to post my load order in the proper fashion, nor have I posted on these forums before. If I'm missing any details or posting in the wrong area let me know. I appreciate any help that you can give.

Please provide the information requested in the wiki "How to ask for help" article. We need your symptoms it's true, but we also need to see your load order as that is usually the key to mod conflicts. That article includes how to post your load order.

Beware that simply disabling plugins is not usually enough. The game engine still loads inactive plugins it finds in the Data folder to determine if they should be loaded, and this can cause "missing master" issues. Move inactive plugins out of the Data folder. This is especially true for TTW plugins if you have deactivated the main TTW files.

Alright, after redoing everything and testing the game after each mod install I've learned that it's the faked fullscreen mod I've been using. I have everything else enabled and I don't even have load order cleaned up yet, no problems. So with that in mind can someone suggest a good way to play in borderless fullscreen? Sorry for taking up space here when I could've easily done this on my own, but I guess this partially solves any mysteries that pop up in the future regarding this weird issue. You can go ahead and label this solved.
