Low fps in Skyrim with high end rig?

Okay, so let me start with telling you my rig:

GTX 1070

i5-6600k (stock)

16GB ram

I have about 150 mods installed (only about 30 of them being actual graphic mods), the vividian enb and I get fps drops and stutters all the time when I'm outside or in a city (average being 20-30 most of the time) I get a consistent 60fps in dungeons and caves, tho, so that's good!

I actually thought that "Oh yeah, Skyrim is a really poorly optimized game, this is probably just normal" but then I re-watched some good ol' General Sam videos (awesome youtuber, check him out if you haven't already) and I noticed that his game was buttery smooth, even though his game was heavily modded. He could run around in forests, the plains of whiterun, or even fight a boss (thinking of the Ebony Warrior here) OUTSIDE without any frame drops whatsoever.

I have the memory patch installed, v-sync on (in nvidia control panel, ini file, prefs file AND enbseries file) I've toned down the shadow quality in the prefs file, and tweaked some other options as well, but nothing seems to be working.

So, I guess my question here is, how can his game be so smooth, even with all the mods? And how can I make my game smoother?

I have my load order screenshotted, but there's 3 pictures, so I can't post them all.

Any help is appreciated, though I think I've tried most of the "fixes" out there.

You should probably list the version of Skyrim you are running (Vanilla, Vanilla+DLC, Legendary Edition, Special Edition), whether you have the latest Unofficial patch and which SKSE version you are using.

And screen shots of your load order aren't as useful as a text list within Spoiler tags. You can get this from BOSS or LOOT or whatever you used to sort load order.

I think it's the Loadorder.txt file in

C:\Users\UserName\AppData\Local\Skyrim

There's usually an fps drop when outdoors, but as long as the game play is smooth with no glitches, freezes and micro-stutter, raw fps per se is not really all that important.

I have the legendary edition, the latest unofficial legendary patch, and I think I have version 1.9.32 of SKSE?

My mods have been sorted with LOOT and I've also cleaned them with TES5Edit. I went into the file you mentioned, and here's my load order:

I'd actually be fine with the game if it was stable fps between 30 and upwards, but I get stutters and fps drops so frequently that it's just getting annoying, which is definitely not what I wanna feel while playing this amazing game!

In your enblocal of course. And the fact that you don't know what that is might be the answer to your problems.

I'm guessing you mean this one then:

[MEMORY]
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
ReservedMemorySizeMb=64
VideoMemorySizeMb=2000

Try these settings:

ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
ReservedMemorySizeMb=768
VideoMemorySizeMb=10240

Is this for Skyrim SE, or Oldrim?

When I change ExpandSystemMemoryX64 from false to true I have immidiatley a ctd.
