It made it to where npcs would finish their dialog and my quests would never finish. like I went to give wellington the egg from the quest my PC would spew his line but wellington would just do nothing and dialog would end. or when you go to the memory den to watch your memory, it would never finish. and even when I went to valentine his assistant would just rifle through folders and say their aren't open. after hours of combing through my mods and disabling each one by one, even when loading my current save without the mod in still had everything broken. just to make sure i uninstalled your other better homes and bunker mods thinking it was those to but those had no issue only the coastal cottage bunker. even thinking it was a mod conflict with one of my other many mods and with my other mods reinstalled and the cottage disabled I had no issues until i reinstalled the cottage bunker.

If you search the comments for the nearly three years since this mod has been released, you'll not find a single report of anything remotely similar to what you describe. Have a look at the mod for yourself in xEdit. In fact, I'd suggest do that with your entire load order and see what is messing with the dialog packages or anything else touching vanilla NPCs. It sure isn't this mod.
EDIT: I also have roughly 98 hours on a live stream character on YouTube, using this mod as the main base. NONE of the issue's you have described are present in my game. In 38,000+ downloads, someone would have mentioned such a thing by now.
