[LE] Asking about how to implement a specific spell to an NPC

I'm currently modifying a mod by adding an NPC who utilizes a specific spell. The spell is casted when his health going down equal to or below 10%, and only casted once per battle (means, it won't be casted anymore until someone kill him or unless the player leave him from the battle). The spell has these effects:

- explosion (similar with fire storm ritual spell) which damages nearby enemies

- restoring his health to full

- increasing his speed by 40% faster

- adding a perk to him (the perk contains some "multiply value" buffs to be applied to him)

 

What i'm confused with is, whether i should make the spell as "ability + constant effect" or "spell/lesser power/voice + fire and forget"?

Also, what casting type i need to add to each of those magic effects and do they need durations? What flags should i tick for each magic effects?

Any advice/guide on how to properly make it work as intended? I'm not going to use any scripts (at least for now), so the end result is only an esp without script. Thanks in advance )
