Well, instead of describing the problem i've decided to record a short video, demonstrating the problem:

 

I've no idea what it is but it's very annoying. This glitch happens not only when i look at stairs, but also with some LOD objects and lattice objects (sometimes with fences too). Any ideas how to fix it?

 

Also, a screenshot, demosntrating the same thing (at the ark around the tree):

If you mean those jagged lines, that's sort of normal. For the stairs, it's basically one pixel of detail against another pixel of detail with darker/lighter contrast. The stairs show it because it's a 3D shape and the edges don't appear to be anti-aliased. If you turn on anti-aliasing (sort of like blurring the edge pixels together) it can help lessen the effect, but anti-aliasing can impact performance.
