LE Doctor Strange Spell Skins

So I rewatched Doctor Strange again last night and I got to thinking, what if we had the spell circles in Skyrim? When you cast a spell or have it idle, an animation continuously plays around your hand(s) signifying what spell you have currently equipped. Or when you have an armor spell active an animation plays on your back or around your body. I've got no idea how to mod or code, so I'm here asking for someone else to create this.
