Hall of Vigilant have flashing textures. Cannot enter.

I have a Dawnguard DLC and when I approached the Hall there was only one deadhound lying on a ground and textures of the Hall were flashy AF. It looked like 2 textures were trying to load at once. Also, I cannot enter the hall. The door is not even showing the "E" for enter.
