I had a the same thing happen. in order to fix it i went to my %appdata% files and deleted the loadorder.txt that was in there because it showed my old mods which i had none of. i then relaunched NMM and it all mods were unloaded and i could move them.

I have the latest version (I installed it after reimaging my system), it hasn't ever been able to sort mods for me. What I do is export my mod list to a text file, edit said text file, then import it back into NMM.

Ok, I don't know what happened, but from today i can't change load order in NMM anymore. I tried probably everything (check different files, reinstall, verifying game cache, delete plugins.txt file) and nothing work.

 

Even tried NMM 6.5.8/6.5.9/6.5.10 - nothing work.

Same here and I wonder why it is not going to be fixed since months
