I have the same error , i solve it so:

0/ I desinstall fnis, fnis spell, fnis creatures , also i delete their shortcuts in MO

1/ I'm under windows 7 x 64 ----> I install VC_Redist.x86 2017 and also Vc_Redist.x64 2017 these files are required for mod organizer 2 sous win 7& 8

2/ I navigate to folder where is Mod Organizer 2 is located. I delete all files exept : download, mods, profiles, Mo.ini, categories. overwrite.

3/ I dowload MO2

4/ Before impacking archive right clic on it --> proprereties : if you see unlock hit it

5 impack archive MO2 in the same location where the first one is installed

6 / I run MO2 and reistall Fnis , fnis creatures and fnis spell

7/ I navigate to folder fnis under tools and fnis behav for users i right clic on exe and chek run is administrator

NB when i link fnis in mod organizer ---> don't chek any thing , when runing Fnis MO must stay open

8/ Run fnis all is ok .

I deleted the previous mods I had created from the overwrite mod, then it went right through.

i find this messege in FNIS.ini and try it now i can run fnis perfectly for MO2

IMPORTANT: To take effect, this file (FNIS.ini0) has to be copied MANUALLY to Skyrim\Data\FNIS.ini. Then edit FNIS.ini

Open/Execute GenerateFNISforUsers.exe in MO data tab, file list worked for me.

I'm using MO2.

Run FNIS without using any mod manager

I fixed this by moving the script folder in the data folder for the FNIS download to the data folder for skyrim

OK everyone , been looking around and found out the problem ,

I bet most of you that are having this issue have Windows 10...

Well Windows 10 somehow blocks FNIS as a treat or virus so this is what you have to do before generating FNIS for users !

Disable Real life protection before running FNIS in Windows security and after generating FNIS files enable it again and done...

Hope this helps
