So you go out and have to find a few of the missing couriers, all of which are dead, except one. He gives you a description of the killer, who's a khajiit. So you go around finding this khajiit to discover that his name is Pai and that he's specifically killing couriers that deliver for one of the two factions. You eventually track him down and have to kill him.Further details of the quest line can be up to the modder. I've also posted this on other forums and sites with the exact same post content.
