Are you using an ENB? I noticed you have Vividian, but you also have Imaginator. What happens if you turn either of them off?

 

Did you make the necessary changes to SkyrimPrefs.ini for Vividian ENB (only if you're using it):

nah, i install the SOUL ENB only for the ENBoost, cause the game keep crashing with failed to render. and installing ENBoost fixed it.

In the game i dont use the ENB mode cause it makes my fps drop too low and i instead use Imaginator to replace the ENB setting

 

My SkyrimPref.ini is the same as yours

Yeah already try iblurdeferred to 6, it makes the shadow more blurred and the blocky things become more blurred, better than before, the blocky still there but become more invisible.
