No one in Solitude will talk to or sell to me

Whether it's Sybille, the blacksmith, or bits n pieces, no one in Solitude will sell to me. Hell even Gisli won't talk to me about her brother. Everyone's "yes?" "need something?". Some people still have dialogue, Sybille will train me, talk to me about the college, about Wolfskull cave, but she won't sell me anything.

 

Most people however, don't have dialogue options at all. It's only solitude, I've tried with many characters, I've tried turning all my mods off and on, and doing the local files thing on steam. I've never really asked for help on a forum before, so I apologize if there are things I'm not doing right. I'm about to gouge out my eyes at this point!! :confused:

 

(side note, also no clue how to make skyrim write crash dumps. I've followed every step, they're just not there. Any help for either of these would be very very appreciated!) :laugh:
