Can't load into cities at all. not with COC or fast travel either

My recent issue is with markarth, I waited three days which sometimes unbreaks whatever is causing the CTD and reinstalled a bunch of mods but I still can't get in my load order is:

So... I actually just used LOOT and cleaned all the files LOOT recommended using tesv edit, and even attempted to run vanilla Skyrim and I still can't enter any cities. I am reinstalling Skyrim now and will update this afterward. let me know if you guys have any other suggestions on how to fix something that is broken in all my cities.
I even downgraded all my graphics mods to 1k to preserve memory.
Still no dice, thx for all the ideas.

FYI: after the reinstall, my MO mods don't load saves at all and my steam mods (along with vanilla Skyrim) load fine.

I even tried open cities for a short time but can't load the game at all with that active.

Really appreciate any help

Open cities is risky and I don't use it as it conflicts with a lot of mods. Get rid of it. Use Wrye Bash and make sure all your files are green.

I only tried open cities in an attempt to get my game to load, but i will try wwre bash I didnt know about that one.

wrye bash didn't help either I'm just gonna reinstall each mod one by one and see what is causing the problem
