Settlers just stand around like idiots

Ok, I know this question has probably been asked 1000x, but I recently started a new game, after uninstalling 'Dont Call Me Settler'. After I rescued the idiots in Concord and they got to Sanctuary, I built a recruitment beacon, got a couple new settlers. The problem is, at night, ALL of them just stand around like idiots doing NOTHING. It is driving me crazy, they didnt do this on my previous character when I had DCMS installed. I don't know what changed, I recently reinstalled DCMS (only having Sanctuary founded, figured it was safe), I hoped maybe it would solve the problem, but it didnt. I have used the spawn settler console command a couple times, I dont know if that caused any issues. Anyway, here's my load order, I don't know if it will help solve the problem or find the source

Try playing with absolutely no mods, no F4SE, no MCM, no UFO4, nothing but vanilla. I have the same issue, only worse. I cannot even get any settler anywhere in the game to do anything. Not even assign them to anything. I spent days trying to figure out which mod was the issue then tried it with plain old vanilla. I've been doing this for years BTW. And, I KNOW it is VANILLA. And, I still have the bug.

 

I tried clearing my appcache, then checking file integrity. Steam says nothing is wrong with my files. Still, my game is borked.

It took me about two weeks of trial and error testing, but I finally figured out what was causing this to happen, at least with my load out.


At first it was happening with a heavily modded game, so I spent days trying to identify which mod was the culprit. Then, I started a completely vanilla game and had inconsistent results. This led me to believe it was some quest glitch. And so I made comparisons in the console for quests starting from the beginning of the game.


The problem is with the Minutemen quest, 'Let Freedom Ring'. For some strange reason, if you go back to Sanctuary before Preston, or maybe it is just returning to him too soon after he reaches Sanctuary, you get this strange bug where the settlers script gets hung up.


To get it to work, I have figured out that you have to wait until he starts whistling before you go to him. And then, you need to stand around by him until he addresses you. Don't activate him, let him start the conversation.


Next, you have to take your time with the 'Sanctuary' quest. Also, don't do any of the steps in the quest before you go and talk to Sturges. Then, only do one stage at a time, as he asks you to do them.


When I follow these two guidelines, my settlers work perfectly.


Now, for the naysayers. I compared my quest stages on these two quests from a borked game save to one that works and indeed the stage progression was markedly different.

Sorry for reviving this, but do you know any workaround?

I am more than 6 real life days into my save and pretty much did everything wrong about what you described. Prebuilt the required stuff for Sturges, then just spammed him with the completion. Also, I am not sure if I talked to Preston or if he engaged me of his own, no idea about the whistling part.

 

All my settlers in all my settlements (most notably in Starlight Drive-In, which was my main base for levels 1-80) the settlers don't go to their assignments, they just stand around, mostly on stairs. Extremely annoying if you want to find any of the traders (if I wake up before 10am or just walk into the settlement, playing on survival I don't fasttravel).

To be honest the settlers in this game are pretty useless in settlements. The more you have the more useless they become. I have reached the point where I usually have maybe between 5 and 10 and no more. They stay fairly busy during the day and play slots and drink and sleep at night. The only ones I have seen doing weird stuff is in Sanctuary but I rarely go there anymore. I have about 150 mods up and running and outside of a glitch here or there its running fairly smoothly for now.

Try send them to a different settlement. (the slog or something) The probably wont go because they are doing nothing like you describe. But after giving them the move command, go away from that cell. wait a few in-game days, travel to the slog or wherever you sent them and see firstly if they are there, if they are still idle or if you are able to assign them to anything. Then send them back to sanctuary.

 

This is an idea btw. I have no idea if this is a fix. perhaps just choose one settler as a test to begin with.
