Can anyone help with bone weighting? I have a spaghetti monster.

I'm trying to create a mod for the first time, and everything's turned into spaghetti.

I'm 90% certain it's a bone weights thing... But seeing as how this is the first time I've attempted to create something, it could very well be something completely different. I've tried painting bone weights in Bodyslide/Outfit Studio, and I've tried copying weights from the other parts of the outfit. There are no texture modifications (pulls from the vault suit), it is purely a mesh problem. It looks like the only things properly weighted are the boots., which were left unchanged from the original mesh I've been editing.

 

I'm on a PC, and I have no idea what to do anymore.
