Hostile Outposts like in Far Cry?

Hey there, modders,

I was wondering if anyone could make an outpost system like in Far Cry. Here is how it should work in detail:

 

-The mod adds some new settlements to the game, which are hostile

-The more time passes by, the stronger fortified do these settlements get

-The player needs to clear out these settlements in order to capture them

-When being captured, the settlements work almost like regular ones, except that on a failed defense, they get completely reset and have to be captured again

 

 

Here are some bonus features which are not required, yet would be amazing:

-Once captured, you can get quests from the settlers, which result in Favor Points

-These Favor Points can be exchanged for attacks on other Outposts, airstrikes and special guns (etc.)

 

-When attacking an outpost and you get seen, enemies will run to some kind of antenna, which then calls in reinforcements. Upon reinforcements being called, you need to take them out too. Reinforcements can only be called twice and they need ~30s to arrive via Vertibird, which then lands and deploys them
