crazy game bugs, what patch do i need? haaalp

Ok so I've deleted all skyrim data and mods then reinstalled skyrim (non lengendary edition) from steam.
I'm playing the game vanilla to test it out and it still has over the top bugs and screen flashes and sometimes entire areas (500 foot radius) are bugged, with lines appearing in the screen. Of course this includes there is the horse and carriage flying all over the place bug in the intro. I don't know what the hell is going on. theres no mods running and i dont remember having any of those bugs in another playthrough years ago, or on console.

It's installed in a seperate hard drive form the operating system, but like usual, steam/steamapps/common/skyrim ect...
I have a GTX 1070, intel 6600k, 16gb ram.
all DLCs are installed

Is there a mod or major patche for the Nexus that i should install to fix generals glitches/bugs throughout the game? If so which one do you suggest.
Help me plz, i love this game and i've never been more frustrated before by it.

PS: this is not the first time i deleted and reinstalled the game.

Then you have the Legendary Edition as it includes all three DLC.

 

As for bug fixes, it's highly recommended to use USLEEP (has bugfixes for all three DLC). You can also use Cutting Room Floor (CRF), requires USLEEP, and that's a mod to restore cut content.

I'm not sure if you use an enb or not.

If you do then go to your enblocal.ini

 

[ENGINE]

EnableVSync=true

 

Under engine EnableVSync set to true.

 

If you don't have an enb you can install https://www.nexusmods.com/skyrim/mods/73618/ (I recommend it)

And then enable VSync the same way as I said above.

 

If you don't want to use it you can just force it through your gpu control panel.

If you plan on not going mental in next few days download and set this up. https://www.nexusmods.com/skyrim/mods/69787 Its a set of well researched INI files in a tool manager that will allow you to turn on V-sync. Watch the tutorial its very useful. Very good tool to have. If you don't want to install Bethini open up Skyrim preference's and set up V-Sync from there. As for limiting FPS many ways of doing it. EnBoost will allow you to limit the fps without V-Sync switched off. On Amd cards you can limit it artificially not sure about 1070's but the FPS defiantly needs capping at 60 or bad physics things will happen and introduce some game breaking bugs. Usleep is highly recommended patch. If you don't have the other DLC's download and install unofficial Skyrim Patch. Also highly recommend you install TES5 Edit and watch this

on how to clean your master's files. Even if Unofficial Skyrim patch is the only mod you ever use cleaning the master files will create a higher level of game stability especially later on. Edited by Pippboss
