Installed mods not showing in-game (Oblivion)

I'm using Vortex on Oblivion right now, just trying to familiarize myself at the moment.

 

I'm having three persistent issues;

 

1 - the plugins tab crashes every time I click on it. This was reported in another thread already.

 

2 - it does not seem to properly track / remember my install order. When I install a mod the numbers show in the 'install order' column, but often disappear, and when they do come back they have re-ordered themselves sometimes.

 

3 - mods do not seem to be activated in the game. I've only got Qarls Texture Pack installed at the moment, but the textures do not appear in-game, despite the fact that I have checked and confirmed that they are indeed 'deployed' into my data folder.

These sound like the exact problems I'm having in Fallout 3 as well.
I've got one mod installed and deployed and it doesn't work in the game, except for one info screen that I can't dismiss and requires me to alt+tab and end Fallout 3 with the task manager
And the numbers have gone missing on my Mod Load order screen
