VATS disabling mod added items?

I'm running a heavily modded game (approx 215 mods), version 1.10.64. I have FO4 Hotkeys by R2K, Take Cover by R2K, Usable Cigarettes by Wenderer, and Campsite by FadingSignal.

I just updated my game to newest version, cuz i've been offline for a while due to extenuating circumstances, and was getting all of my mods up to date. My load order has not changed from prior to the update, where everything worked fine.
But now, on my VATS commando character, every time I enter VATS, items such as the Campsite MISC items, the cigarette lighters from Usable cigarettes, and Take Cover's config and FO4 Hotkey's manager AID item no longer function after leaving it. I take the 'chems' and nothing happens, or I drop the campsite equipment and they never pop up properly.

Take Cover activator is bound to 'hot 1' which is activated by 'Z'
Flip Lighter is bound to Vanilla '-' key.

Campsite gear activated by dropping from Pipboy.

I'd like to point out that I have Wastland Imports' Super Stimpak bound to '=' and it works just fine after leaving VATS and the custom hotkeys bound to console commands seem to work properly as I've re-bound 'B' for a power attack/bash, and that functions as normal after leaving VATS.

Any assistance would be appreciated as I rely on VATS a lot. (I am a terrible shot)

EDIT: This disabling effect is only fixed by reloading a much earlier previous save. Not even restarting the game completely will fix it.
