It looks like one of the vanilla hair options to me. I see you have Apachii hair and extended character edit. Just use these to tweak. :)

Yep. Just the way it is. High elf head meshes are quite different from human ones. And it seems most hair styles (Vanilla as well as mods) are designed for humans... If you download one of the character edit mods - ECE or Racemenu Beta (google for a tutorial on how to install it - it's somewhat tricky...) you might change the head form. Or you simply use a different hair style..
