I've never downloaded it, so I have no way of knowing, but if it's up on the Dragon Age Mod Categories page, it's probably a safe bet that it is. If you're looking for any mod in particular, you can go to the mod categories page here: https://www.nexusmods.com/dragonage/mods/categories/ & type what you're looking for into the search bar with a good chance you'll find what you need so long as it's still around. Edited to add that it's not even available from the modder's site any longer: https://darktimeschronicle.wordpress.com/dtcom-faqs/, all the links are either dead or set to private. ETA that, as Thandal noted above, according to the spreadsheet of BSN mods maintained by the good folks of the Bioware Continuity Network, the mod has an authorized download from a MEGA fileshare.
