Vampire race gives me no powers at all

I am completely lost and I don't know anymore what to do. I tried all solutions I knew but nothing would work. I am currently using alot of mods, and even tried disabling all of em to try and see if my game would work but still nothing works! I had just started a brand new save game went into the Dawnguard questline and after Harkon turned me I got the Vampire lord power but no other effects or vampiric powers, tried to force turn me into a vampire by using the console command and even that didn't worked, it seemed to have turned me (appearence) but no powers or active effects. Tried becoming a vampire the old way and still no powers or effects. It's like the vampire race doesn't exist anymore. Are my files corrupted or what? If even disabling mods and using console commands do not work I don't know what else to do.

Same problem mate, I mainly ran into problems when running custom races, but even with a nord I couldn't contract it. So I used a command to change the race, and it worked somewhat, because now I have the effects of a vampire in Frostfall and I even have the fiery eyes. The only real issue for me are the abilities and no stage advancement, and I still don't have a solution for that.
